National City's Mayor Morrison responds to vacant City Council seat PDF Print E-mail

Mayor Ron Morrison of National City responds to Ditas Yamane's letter about City Council's recent decision not to fill its vacant seat:

Ditas,

I certainly appreciate your thoughts and understand your concerns. You and I both share a passion for the things we do, and a majority of the time we agree on issues. This is one that apparently we do not.

If I can first clarify a couple of factual misunderstandings: First there was no vote, as there never was a seconded motion on the floor, and if the Council does not act within the prescribed time then the people of National City get to decide at the next available general election. Second, to your comment of “a coward act” of not allowing the item to be discussed I think the record will show and those in the audience can attest to the fact that all four Members discussed the item and gave the reasons for their individual decision. I certainly understand that one member did not get their way on this issue, but all members articulated their stance.

National City council won't fill councilman's seat till November PDF Print E-mail
San Diego Cities - National City

On Tuesday night, National City's Mayor and City Council voted not to temporarily fill the position vacated by Councilman Francisco Parra but to wait until the November elections instead.

The following is an open letter sent to the city from Ditas Yamane, a National City resident and small business owner as well as former president of the National City Chamber of Commerce. Yamane ran for City Council in 2008.

RE:  Vacant Council Position

Dear Mayor Morrison, Vice Mayor Sotelo-Solis and Councilmembers Zarate and VanDeventer,

It was unfortunate that our Mayor and City Council voted 3-1 (with Vice Mayor Sotelo-Solis dissenting) at Tuesday night’s meeting NOT to fill the council position vacated by Mr. Frank Parra.

Aside from the inquiry and persistence from Vice Mayor Sotelo-Solis to consider the importance of the position be filled for the governance of the City – and for it to be suggested and the motion killed for a lack of a second (from you or councilmembers Zarate or Van Deventer) and not giving the item the benefit to be discussed is a coward act – this is a blatant disservice to National City, the city that you all said you’ll serve.

In this time of economic challenges faced by our city – in light of having the city’s budget review, its general plan update and several important factors and policies to be made within this period (eight long months) – you have discounted the importance of having a complete representation for the people of our city.

An assistant to National City Mayor Ron Morrison has had her pay increased by 43 percent since she was hired two years ago, according to a city report that also shows what role the mayor played in getting those raises, reported the Union-Tribune. Councilwoman Alejandra Sotelo-Solis asked Human Resources to review Josie Flores Clark's hiring and job reclassification after repeated complaints that she was given preferential treatment by the mayor. In July, Morrison circumvented the Civil Service Commission to get Flores Clark a promotion and 11 percent raise.

Three towing companies that previously sought a towing contract for National City are asking the city to investigate Mayor Ron Morrison's assistant, who they claim acted on behalf of the towing company that has the city contract, reported the Union-Tribune. Josie Flores Clark, Morrison's assistant since 2007, worked at JC Towing as the operations manager before stepping down amid conflict of interest claims last month. JC Towing is one of two towing vendors for National City.
